Nokia Leads €90 Million PROACTIF Consortium to Drive Innovation in Emergency Management and Critical Infrastructure

(IN BRIEF) Nokia will lead the PROACTIF consortium, a European project aimed at enhancing technology resilience and leadership in emergency management and critical infrastructure. The project, expected to generate €90 million in revenue by 2035, brings together 42 European companies to develop advanced unmanned vehicle systems and technologies for civil security. This initiative will create hundreds of jobs and support significant investments in the drone and robotics industry, with a focus on improving Europe’s response to emergencies and critical infrastructure management.

(PRESS RELEASE) ESPOO, 4-Jun-2025 — /EuropaWire/ — Nokia has been selected to lead the PROACTIF project, a transformative initiative funded by the European Union’s Chips Joint Undertaking. The project, which aims to enhance Europe’s technology resilience and reinforce its leadership in emergency management and critical infrastructure, brings together 42 prominent European technology companies from 13 countries.

The PROACTIF venture is expected to generate approximately €90 million in revenue by 2035, alongside the development of 50 products and more than 15 new industry patents. The project will also contribute to the creation of dozens of new collaborations, hundreds of new jobs, and an additional €40 million in investments, further driving innovation and increasing market share within the European Drone and Robotics industry.

Thomas Eder, Head of Embedded Wireless Solutions at Nokia, expressed, “With our extensive expertise in drone technology, we are proud to lead PROACTIF. This initiative aligns with our commitment to strengthening Europe’s resilience and driving innovation in security and sustainability. Our collaboration with top-tier organizations will enable real-world solutions for critical challenges, ensuring a safer and more secure future for society.”

The PROACTIF consortium will focus on enhancing the surveillance of critical infrastructure and improving emergency management across Europe. Under Nokia’s leadership, this groundbreaking initiative will unite academic institutions, SMEs, and industry leaders to develop innovative, cost-efficient, eco-efficient, and cybersecure unmanned vehicle (UxV) systems. These systems will be tailored to meet European civil security needs, transforming how emergency situations and critical infrastructure are managed in the region.

The project will involve the creation of nine advanced technology building blocks and five state-of-the-art UxV platforms, prioritizing interoperability, autonomy, and rapid deployment. These platforms will offer enhanced situational awareness by facilitating frequent and efficient sensor data gathering, enabling a more holistic understanding of an incident’s location and severity.
